IT IS Donald Foreman who is a muddled thinker. Queen Elizabeth is head of state of Aus-tralia courtesy of its constitu tion, which is contained in Section 9 of the Commonwealth of Australia Constitution Act 1900 as passed by Westminster. It is therefore by British, not Australian, law that whoever sits in Buckingham Palace is also Australia's monarch.
