Letter: Single-tier district councils will not succeed

Sir: It is unfortunate that the 164 district council chief executives (Letters, 21 April) do not seem to be aware that in much of shire England there is a three-tier system of local government. Many communities ranging up to populations of 30,000 and more have parish or town councils.

Whatever the merits of any argument regarding the future of local government, it is weakened if the basic facts are not known or, worse, ignored.
