Letter: County and district councils keep each other in check
Sir: So, the Association of District Councils is in favour of a single- tier system (letter, 21 April). Well they would be, wouldn't they? Let us keep the present division of powers; it is a good restraining influence on overweening officials and elected representatives.
By the way, does anyone still remember the reorganisation of local government in the early Seventies, when good old titles like Clerk to the Council disappeared and that of Chief Executive arrived complete with greatly enhanced salaries and the usual accompanying 'senior management' paraphernalia?
