THE major league owners are considering plans for restructuring the National and American Leagues and the play-offs, which they intend to vote on by March. Among the options under consideration are: a) two teams from each division making the play-offs; b) three divisions in each league with the division winners and a wild-card team in each league's play-offs; c) realigning teams within each league; d) shifting teams from one league to the other; e) inter-league play involving 10-28 games each season; f) eliminating the designated hitter, expanding it to the National League or allowing its use during interleague games in AL ballparks.
