LIHUE, HAWAII (AP) - As troops patrolled and helped clean up districts of Kauai, federal officials said 10,000 of the island's 21,000 homes were badly damaged when Hurricane Iniki, Hawaii's worst storm this century, blasted across the island on Friday. Most of the island's 70 hotels were seriously damaged.

A limited phone service was restored and about half the island now has water but it may take more than a week to get Lihue's power plant running. Federal disaster officials, criticised for slow response to Hurricane Andrew, directed a round-the-clock airlift of supplies. More than 800 National Guard troops were brought in. Most tourists who asked to leave immediately left on evacuation flights late on Sunday. However, thousands more tourists remained behind.
