FBI cleared over Waco raid

Blame for the deaths of more than 70 members of the Branch Davidian religious cult in Texas last April lies with cult leader David Koresh, not flaws in the FBI assault or its negotiating strategy, an official report concluded yesterday, Reuter reports from Washington.
