The Hague (AP) - The Netherlands wants to declare its North Sea territorial waters a protected environmental zone in an attempt to reverse pollution to the level of the 1930s. The cabinet has agreed on a plan that would enable legislators to toughen laws on chemical dumping, sewage release and use of fertilisers.
