The Government's second round of tagging trials was heading for disaster yesterday with the news that the first offender to wear the electronic monitor had allegedly been out shoplifting.

Clive Barrett, 29, was arrested by police called to a disturbance at a King's Lynn hospital yesterday, when he should have been at home obeying an 8am-8pm curfew order. Last night they were questioning him about the theft of pounds 100 worth of goods from a Tesco supermarket last Sunday - again at a time when he should have been confined to his home.
