Manchester City Festival 1995 attempts to preview the way popular cultural events will develop in the approach to the millennium. Why is Rulin' at the Ministry such an irresistible dish? Because it has the perfect recipe - first blend two wonderful DJs, Todd "the god" Terry and CJ Mackintosh, add the best sound system in London, chuck in a live set from sexy diva Andrea Mendez, and you have something special. Then mix Frankie Foncett and Justin Burkman's bar-room set, and sprinkle with an album launch courtesy of the disco-loving Carwash crew.
